PA 9/11 Mental Health Outreach Program

The Network of Victim Assistance (NOVA) has been awarded a renewal grant to assist victims of September 11th in paying their mental health costs called the Pennsylvania September 11th Mental Health Outreach Program. Listed below are the mental health services reimbursable benefits and the steps to take for reimbursement.

Who is eligible for the benefits of the PA 9/11 Mental Health Outreach Program?

  • Family members of Flight #93
  • PA family members of the deceased from the WTC or the Pentagon
  • Survivors of the attacks on the WTC or Pentagon who reside in PA
  • PA residents who were injured as a result of you presence in the vicinity of the Pentagon ro the WTC
  • Unemployed or displaced workers and their family members who reside in PA
  • Rescue, recovery, and or reconstruction workers and their family members who reside in PA

What is the program's benefit period?

  • March 1, 2006 thru February 28, 2007

What costs will the program cover?

  • Cost for traditional individual, couples, or family counselling sessions NOT covered by health insurance and after Life Net benefits have been exhausted. Counseling must be provided by a social worker, psychologist, and/or a psychiatrist. The maximum reimbursement for counseling sessions during this period can be up to $1,000 per client.
  • Cost of most alternative therapeutic treatment services that are provided by an approved licensed or certified serivce provider. Clients must contact the Mental Health Coordinator to get approval for reimbursement for alternative treatment services. There is a limited amount of funding for qualifying services. Benefit eligibility will be handled on a case by case basis at the discretion of the Mental Health Coordinator.
  • Only services provided between 3/1/06 and 2/28/07 will be covered in this program.
